Yes, you download the dlc from that website. My ultimate edition install didn't have the files that you're supposed to have, so I had to download from that site. The devs/publishers are just awful and don't know how DLC packs work. All DLCs come with Ultimate Edition in Steam. Sometimes communication between Steam and Origin fail and I gotta start the download of "extras" myself. In Origin go to the Game Library, click on Inquisition and on the side tab check under More > Extra Content. Now look through all of them and see if they say unlocked and installed.
