"Playable" in the emulator sense means whether it is free of crashes, graphical errors, extreme slowdowns, etc. not that it is literally playable on Joe Sixpack's machine. Especially since you need a high end machine to even run any games on the emulator at all. I just tried God of War 2 on my laptop (R7 4800H and 1660ti with 16GB RAM) and I was getting solid 60fps at 1080p (the game itself has a 60fps lock due to the remaster) but while the performance overlay was on in rpcs3, I rarely noticed any slowdowns. But keep in mind, it was a PS2 game. Some games I could play with my 4 year old i7 8750h laptop (Demon Souls) but other ones like Uncharted, Last of US, Ratchet and Clank, God of War 3, were not very playable on that older CPU.
